Singapore and South Africa signed a military cooperation pact, enabling RSAF UAV training deployments to Air Force Base Hoedspruit.
In November 1997, Singapore and South Africa signed an agreement for military cooperation, followed by a status of forces agreement a year later, which allowed SAF personnel to be deployed to South Africa. This paved the way for the RSAF to deploy its first three-month-long UAV detachment for training at Air Force Base Hoedspruit in October 1998.

The SAF's first UAV training detachment was deployed to South Africa.
